E-INSET consists of representatives of the RCMP, Canada Border Services Agency (CBSA) and Canadian Security & Intelligence Service (CSIS).
Through shared federal, provincial and municipal resources - E-INSET members are better able to track, deter, disrupt and prevent criminal activities (major or minor offences) of terrorist groups or individuals who pose a threat to Canada’s national security. This type of increased capacity enables E-INSET members to work with their partners nationally and internationally.

The mandate of E-INSET is:
This is accomplished through Intelligence led, project based criminal investigations that utilize the principles of Major Case Management.
General Enforcement Unit (GEU)
Investigates complaints from internal and external partners as well as requests from foreign agencies. Generally short term investigations assigned to individual team members.
Protective Intelligence, Threat Assessment Unit (TA)
Working in conjunction with the RCMP VIP unit, Municipal and Federal agencies, the team conducts regional assessments on potential threats to Internationally Protected Persons (IPP’s), VIP’s and at functions that might have international visitors. The unit is also responsible for the investigation of individuals who represent a threat or potential threat to IPP’s and VIP’s.
Anti-Terrorist Financial Investigation Unit (ATFIU)
ATFIU’s role is to investigate the financial leads relating to terrorist financing and support. The unit supports other INSET investigations and conducts its own projects.
Counter-Terrorism Information Officer (CTIO)
Designed to teach first responders such as police, ambulance and fire department personnel how to identify the early warning signs of terrorism. The training includes such elements as recognizing pre-incident indicators, and understanding terrorist fundraising and terrorism group characteristics. This knowledge and awareness triggers those who have been trained to contact the RCMP’s National Security Program if they notice obvious or not-so-obvious signs of terrorism. Early detection allows the RCMP’s specially trained national security officers to investigate at the scene before evidence is moved, placing them in a better position to mitigate a terrorist threat. A training initiative that began in 2007 in British Columbia, now has approximately 170 first responders trained in terrorism alertness.
Project Teams
The team conducts long term investigations of a complex nature using the principles of Major Case Management (MCM).
INSET Vancouver

Major Case Management Support

Analyst Program
Information vs. Intelligence. The Analyst’s role is the research, review and assessment of incoming information (multi-source) and creating intelligence (through an analytical process) that can be applied to the investigations. At the unit level this is normally Tactical Analysis (what is happening now or in the very near future) but may include Strategic (the big picture, long term). Some Analysts are assigned to one specific project and others may be multi-tasked through the Operations NCO.
